An explanation is required.
These appointments were made, and the requested sanction of the circumstances division of salary sanctioned by H.E. the Governor, under which the Deputy Registrar, Mr. C. G. Alangster, and the Land Officer, Mr. B. Shepherd, each received half salary of their own offices concurrently with half the salary of the Registrar of the Supreme Court, as the arrangements would appear to be contrary to Article 108 of the Colonial Office Regulations, 1898.
With regard to article 108 of the Colonial Office Regulations, I consider that it would have been impracticable, at the time, to have made other arrangements; in fact, it would not be an easy matter to get an officer outside of the Supreme Court to undertake the duties of Acting Registrar.
